Race Mechanics & Technical Regulations

SANCTIONING AUTHORITY & GOVERNANCE

Authority & Compliance

The Hooligan Flat Track Series is officially sanctioned by FIM, FIM Asia, and NAMSSA,

guaranteeing adherence to internationally recognized competition standards, safety protocols,

and fairness in all aspects of the championship. Sanctioning ensures that riders and teams can

trust the legitimacy of results, receive proper insurance coverage, and have their performances

officially recognized.

Organizational Structure

  • Race Director - Holds ultimate authority over all aspects of event execution, including enforcing rules, resolving disputes, and confirming race results.
  • Technical Director - Responsible for scrutineering all vehicles, ensuring track compliance, and implementing technical regulations. Oversees any adjustments to rules or safety requirements.
  • Clerk of the Course - Coordinates the smooth operation of race events, including scheduling heats, managing rider flow, and overseeing start/finish procedures.
  • Marshals & Timekeepers - Deployed at critical track locations to monitor safety, flag signaling, and timing systems.

Professional Systems

  • Digital registration ensures accurate rider and team data.
  • Timing equipment integrates transponders, sensors, and live displays for precise lap times and positioning.
  • Media coverage systems provide live streaming and documentation of all classes.

Transparency

  • All rules, points, penalties, and decisions are fully documented.
  • Riders, teams, and the public have access to results and race information, ensuring accountability and compliance with NAMSSA/FIM regulations.

OFFICIAL RACE CLASSES

Integrated Electric Bike Category – Core Championship

  • EBike Junior & EBike Open: Fully integrated within Hooligan Flat Track classes. EBike riders earn equal points, trophies, and podium recognition, ensuring that electric and combustion competitors are judged on equal footing.
  • Technical Requirements: Includes battery voltage limits, insulation, motor output caps, throttle response regulation, and emergency cut-off functionality. All EBikes must meet NAMSSA/FIM safety standards.

Hooligan Flat Track Classes

  • Featherweight: Scooters, 100–150 cc
  • Lightweight: Underbone/Crossbone, 125–175 cc
  • Middleweight: 150–250 cc
  • Super Middleweight: 300–450 cc
  • Light Heavyweight: 500–650 cc
  • Cruiserweight: 750 cc
  • Heavyweight: 850–1000 cc
  • Super Hooligan: 1000–1300 cc

Junior Class

  • Junior 50–125 cc: Designed to introduce young riders to competitive racing in a controlled, safe environment.

Venue Consistency: All Hooligan Flat Track rounds held at certified venues designed for competitive Hooligan Flat Track racing, ensuring consistent track conditions, safety standards, and media coverage.

TECHNICAL CONTROL (SCRUTINEERING)

Purpose

 Guarantee all vehicles meet strict technical and safety regulations to prevent accidents  

and maintain fair competition.

Inspection Scope

  • Combustion motorcycles: Engine capacity, suspension setup, frame integrity, braking  systems, wheel and tire specifications.  
  • EBikes: Battery condition, insulation, wiring quality, charging safety, motor output,  and throttle performance.  
  • Rider gear: Helmets, gloves, boots, chest/body protection, and goggles or visors  mandatory.

Enforcement

  • Pre-race scrutineering ensures vehicles meet regulations before the start.   
  • Random mid-event inspections maintain compliance throughout the race.  
  • Documentation of inspections, including photos and technical notes, is archived for   championship records.

TRACK STANDARDS & SAFETY

  • Tracks are designed with controlled surfaces, banked turns, straightaways, and   technical chicanes tailored to each class’s skill and speed.  
  • Safety Infrastructure: Marshals at key points, crash barriers along high-risk zones,  emergency vehicles on standby, radios for communication, and first-aid kits readily  accessible.  
  • EBike Integration: Dedicated charging and maintenance areas with emergency cut-off  switches for batteries.  
  • Pre-event audits ensure hazard mitigation and compliance with safety standards.

EVENT FORMAT & CHAMPIONSHIP STRUCTURE

  • Season Structure: 5 Legs per season.   
  • Rounds per Leg: 2 Rounds per Leg per Class, totaling 10 rounds per class for the  season.  
  • EBike Riders: Fully integrated into all legs and rounds; points contribute equally  toward championship standings. 
  • Schedule Transparency: Published in advance via the official registration platform to  allow riders and teams to prepare for each round.  
  • Recognition: Trophies, championship points, and awards given for all classes,  including EBikes, at the conclusion of each leg and season.

  • Championship standings: Sum of points across all 10 rounds per class.  
  • Tie-breakers: Determined first by number of wins, then best finishing positions.  
  • EBikes accumulate points in the same manner as combustion classes to ensure parity.

Points Co-efficient Multiplier

  • Leg 1-2 is x1
  • Leg 3-5 is x2
  • Leg 6-8 is x3

STARTING PROCEDURE

  • Grid positions determined by qualifying sessions or previous round standings.  
  • Gate Drop Start: Riders must remain behind the gate until official release; jump starts  result in time penalties or disqualification. 
  • Electronic timing sensors record precise launch times and integrate with live scoring  systems.

RACE OFFICIALS

  • Roles & Responsibilities: Race Director, Clerk of the Course, Technical Director,  Marshals, and Timekeepers.  
  • Officials monitor track performance, enforce safety rules, and validate timing data.  
  • All rulings are final under NAMSSA/FIM regulations.  
  • Additional marshals deployed in high-risk corners and technical zones to ensure safety

FLAG SIGNAL SYSTEM

  

  • Yellow: Hazard; no overtaking.  


  • Red: Race stopped; return to pits.  


  • Blue: Faster rider approaching.  


  • Black: Disqualification; exit track.  


  • Checkered: Finish line.


  

Flag stations at all critical points integrated with live timing displays  for transparency and real time monitoring

TEAM MECHANICS & PIT REGULATIONS

  •  Authorized mechanics perform repairs, adjustments, fueling, and EBike charging  within designated pit areas only.  
  • Outside assistance outside pit areas strictly prohibited.  
  • Timing equipment access restricted to authorized personnel to maintain integrity of results.

MANDATORY INSURANCE REQUIREMENT

  • Personal accident and medical coverage required for all riders.  
  • Proof verified during registration; riders without insurance barred from participation

SAFETY & MEDICAL PROTOCOL

  • Certified paramedics, ambulances, and evacuation routes provided throughout the track.  
  • Radios, emergency communication, and incident documentation mandatory.  
  • Post-event medical review conducted to ensure safety lessons are applied for future rounds.

PROTESTS & APPEALS

  • Written protests submitted within the official protest period; PHP 15,000 fee applies.  
  • NAMSSA regulations govern all decisions; rulings are final.  
  • Immediate on-site clarification available via the Race Director.

PENALTIES & DISCIPLINARY ACTION

  • Sanctions may include time penalties, position adjustments, disqualification, or suspension.  
  • Enforcement supported by video review, marshal reports, and timing system data.

REGISTRATION SYSTEM

  • Online Fee: PHP 500 per round/class; instant confirmation.  
  • On-site Fee: PHP 750 per round/class; immediate verification. 
  • Race License Fee: PHP 500 one time payment per Leg. 
  • Tracks points, licenses, participation, and payments.

COMPLIANCE & ACCREDITATION

  • Full adherence to FIM Sporting Code, FIM Asia regulations, and NAMSSA rules.  
  • All rounds certified for safety, technical compliance, and media readiness

THE ONSLAUGHT STANDARD

  • Develop world-class Filipino riders in both traditional and EBike classes.  
  • Fully integrate EBikes as core championship participants.  
  • Deliver professional media coverage, registration, and timing management.  
  • Provide transparent results via Onslaught ID System.  
  • Standardize Hooligan Flat Track competition at certified venues.  
  • Integrate timing equipment with live displays and digital scoring for precise, real-time results.
